Victoria’s Building & Plumbing Commission to Deliver Stronger DBI Protections

Victoria’s Building & Plumbing Commission to Deliver Stronger DBI Protections

The Victorian Government is taking decisive action to strengthen consumer protection in the building industry with the creation of the Building & Plumbing Commission (BPC), launching 1 July 2025.

The BPC will bring together regulation, dispute resolution, and Domestic Building Insurance (DBI) — previously managed by the Victorian Managed Insurance Authority (VMIA) — into a single, streamlined body. This bold reform builds on the VMIA’s proven track record, ensuring DBI continues to protect homeowners when builders pass away, become insolvent, disappear, or fail to comply with rectification orders.

By uniting enforcement powers and insurance expertise, the BPC will deliver faster, fairer outcomes for consumers, reduce red tape, and raise industry standards. The Victorian Government’s vision, backed by VMIA’s experience, sets a new benchmark in safeguarding homeowners and restoring confidence in the building sector.

What does this mean for your DBI facility?

CCM Insurance continues to be a DBI distributor and have further strengthened our team to deliver the high standards of personalised service and advice that has defined our reputation over the past 15 years.

There will be no changes to your facility or the transaction of DBI via the BuildVic portal.  When logging in, you will be greeted with the new BPC logo and colour scheme as opposed to the original VMIA logo. As always, our team is available to assist with any queries.

For all eligibility application, eligibility reviews, project application or any assistance on your DBI requirements, please feel free to contact our office on:
